Trespass Law HF483 (Knoblach, R-St.Cloud)/ SF87 (Kleis, R-St. Cloud) amends current state statutes on trespassing on aggregate properties. The bill has been heard in a number of committees and ARM has worked with committee staff to prepare language that would allow police to charge certain trespassers on locked or posted aggregate properties that are posted with “no-trespassing” signs, with characters at least two inches high, stating that Minnesota law prohibits trespassing on the property, and are posted in a conspicuous place at intervals of 500 feet or less.
Aggregate Property Tax HF2220 (McNamara, R-Hastings)/SF 1800 (Hottinger, DFL-St. Peter) directs assessors to classify and value permitted reserve aggregate properties as agricultural property until such time as mining begins. The bill has passed the Senate as part of the Omnibus Tax Bill (part 2).
Public Water Inventory HF894 (Cox, R-Northfield)/ SF935 (Frederickson, R-New Ulm) allows the DNR expanded authority to declare a body of water “public waters. ARM worked with the DNR and authors to include language limiting “public waters” to depleted mine pits, quarries, and sand and gravel pits, when the body of water exceeds 50 acres and the shoreland has been zoned for residential development.
